A
localities have no inherent power; all power must be expressly granted by statute/charter, implied by powers, or essential and indispensable to locality’s objectives

a locality cannot enact an ordinance that is inconsistent with state law

powers necessary to govern and administer proper authority for a public purpose (i.e. enact/enforce ordinances, sue/be sued, enter into contracts, etc.)
