Has Good Cause to Suspect a person has committed an offence against this act, except sections 17-20, 25, 32-38

Any person within view that commits an offence against sections 17-20, 25, 32-38 AND fails to give name and address or false details

You can arrest someone you believe will commit a disorder offence or cause another to commit an offence. Can only detain for two hours and does not go to court
