= lack in basic needs such as food, water, shelter.

conducted a scientific survey to discover the extent of poverty. definition of poverty was based on what was essential for a person to live healthily and work efficiently.
he added together:
1. cost of a very basic diet
2. cost of minimum amount of clothing
3. rent for a basic level of housing
*poverty line was drawn under income needed to cover these essentials.

budget standards measure
contemporary version of Rowntree’s.
: used information on the spending patterns of the poorest to provide an “modest but adequate budget”
*any family living below this budget is considered in absolute poverty.
