Tom Paine involvement in poor law
The rights of man (1792) a very successful book, Land tax on rich, pensions and child support, approved of poor houses
Chadwick in poor law
Report of royal commission into poor laws, critical of old laws, fanatical benthenite, outdoor relief should be scrapped
Robert owen in poor law
New Lanark provided a model town, if you treat your workers well then you don’t have to give them benefits
Utilitarianism in attitudes towards the poor
Influenced the Whig government during their 1833 factory act and poor law as it brought good to a lot of people
Problems with Royal commission
Setting up unions to build workhouses- parishes under Gilbert’s act did not and 20 of the 50 biggest unions still handed outdoor relief
Board of guardians to replace overseers- old overseers often reappointed and so corruption continued
Workhouses- slow to build
Outdoor relief continued to be the main form of relief
Unevenly implemented mainly in south
Only 10% replied to the questionnaires
What was proposed by Royal commission
Each class of poor should be treated the same No outdoor relief to able bodied Each parish Union should have a workhouse for able bodied relief claimers where the standard of living should be worse than the lowest class of labourer
