When a person doesn’t have enough to afford basic necessities such as food and clean water
World Bank states that the absolute poverty line is $1.90 a day

What is relative poverty
A
When a person earns less than a certain percentage of a country’s median income
In the UK, the relative poverty line is at 60% of the median income
