Because he would go to sleep late and wake up late meaning he wouldn’t attended meetings at appropriate times.
He wouldn’t spent much time in Berlin either so often governments had to assume what he wanted whilst he was gone

Because people often had to guess what hitler wanted, and there was also collisions due to poorly co-ordinated political systems
