What was the political problem for the Tsar?
To preserve autocracy under the pressures of rapid industrialisation
What concessions did the Tsar make?
Established a department of Agriculture in 1894 (this was ineffective and led to peasant riots of 1905 to 1907)
What did the landowners do?
They controlled the Zemstva (local councils) and in 1889, were appointed as ‘Land Captains’ to enforce local laws
What did the economic problems involve?
Lack of industrial productivity, demands for a free-market approach, reliance on foreign investment and lack of peasant productivity
What law did allow peasants to buy land and how effective was it?
Peasant land bank (1883) Most peasants were unable to buy land
How many peasants died in the 1891 famine?
350,000
How much did the industrial workforce double by 1912?
2.9 million
