Prohibited force

A

The following uses of force are prohibited unless circumstances justify the use of deadly force:
-head strikes wit an impact weapon
-deliberately or recklessly striking an individuals head against a hard, fixed object
-from a standing position kicking an individual in the head with a shod foot while the individual is lying on the ground/floor
-kneeing an individual in the head, deliberately or recklessly causing their head to strike the ground, floor, or other hard, fixed object

When is someone hobbled?

A

A person is considered hobbled when they are handcuffed, their ankles are held together with a “Ripp Hobble” restraint device and the clip end of that device is not connected to the handcuffs.

The ripp hobble is the only department approved hobble restraint device

What is TARP?

A

Total appendage restraint procedure

It consist of simultaneously securing all of a person’s limbs (arms and legs). The individual’s arms (wrists) are immobilized with handcuffs, and their legs are immobilized with the Ripp Hobble restraint device. The clip end of the hobble restraint is then connected to the chain on the handcuffs

Passive Resistive

A

If the resistance is passive, the individual has refused to follow orders given by the deputy, however, he/she has not made any physical overt actions to deter the deputy’s lawful order or actions

Active Resistive

A

Active resistive can include the individual running away, flailing their arms, pulling away or obscene gestures directed towards law enforcement. These actions are taken in an effort to resist the law enforcement officials efforts to secure, handcuff or control the individual

Vehicle pursuit

A

An active attempt by the driver of a departmental vehicle to stop a moving vehicle whose driver is attempting to avoid apprehension through evasive driving tactics, or after a reasonably short period of time, fails to stop after red lights and sirens have been activated

What to pursue in vehicle

A

Known or suspected serious felonies
- Mayhem, Arson, Burglary, Robbery, Kidnapping, Carjacking, Assault with deadly weapon, Murder, Terrorist Acts, Serious/Violent sex crimes, Major narcotic violations
Confirmed stolen vehicles
Displaying a firearm in a menacing manner
Reckless DUI

Single man foot pursuit

A

If a lone deputy initiates a foot pursuit, the objective of the foot pursuit shall be to apprehend by use of containment, subject to valid emergency exceptions

Lone deputy foot pursuit guidelines

A
  1. Do not attempt to close and apprehend, but maintain visual contact only
  2. Do not pursue if visual confirmation is compromised
  3. Do not chase into a building
  4. Once containment is set up and suspect is within the containment, foot pursuit shall be terminated
  5. In communication with SCC is lost, pursuing deputy shall immediately terminate pursuit
