A. The Coast Guard may, when requested by proper authority, use its personnel and

B. The Coast Guard may place orders with other federal agencies for materials,
supplies, equipment, work or services, of any kind if it is in the best interest of the government to
do so. However, where such goods, work or services may be procured more economically or
conveniently in the private sector, the goods, work or services shall be procured through the
competitive bid process.
