To enable police officers to check out their suspicions without having to arrest the suspect

- it’s said police overuse their powers
- black people are 6x more likely than white people to be stopped
When can an officer arrest someone?
When they believe:
- to get the persons name and address
- protect a child or vulnerable person
- prevent a person causing physical injury to himself or someone else and obstruction of the highway
- prevent damage to property
What is needed for a lawful arrest?
- a persons involvement or suspected involvement or attempted involvement
- reasonable grounds for believing that the persons arrest is necessary
What are other powers of arrest?
- breaching police bail
- breach of the peace
- arrest with a warrant
- arrest by private citizens
What do a police have to do when making an arrest?
