Responding to a planned robbery

A

(1) Consider the reliability of the information
(2) Obtain Telco, social media data and gather evidence of proposed offence
(3) Disseminate information (CIB, AOS, National Intelligence Centre, Comms)
(4) Collect background information on suspects (firearms, criminal history, vehicles, addresses)
(5) Obtain photographs of suspects
(6) Liaise with prospective victim
(7) View surveillance footage to gather information of suspects pre-planning

Consider other factors

A

(1) Time of the attempted robbery
(2) Community impact assessment - safety of persons, vulnerable people, community, Police
(3) Location of the premise - nature of the streets, presence of pedestrians, call for evacuation

First consideration must be the safety of civilians and Police employees

When a robbery is reported

A

(1) Obtain full particulars from information - location and contact details, suspects, weapons used, mode and DOT, injuries, property stolen
(2) Keep informant on the phone until Police 10/7
(3) Broadcast details to all units
(4) Alert dogs and establish cordons

Suspects still on scene

A

(1) Nearest unit to the scene to act as O/C scene - mains obs but not to enter unless directed, provide SITREPs, brief other staff
(2) If informant is not on premises, Comms should telephone the premises and speak to persons at scene
(3) Appoint a GDB supervisor to take over as O/C scene - ensure situation is contained, freeze, control, preserve, guard, SITREPS, establish SFP, restrict public access
(4) Advise O/C CIB and AOS if suspect is still on scene
(5) If robbery still in progress, contain situation until armed staff / AOS arrive. Do not enter unless must take immediate action to save life

Suspects have left the scene

A

(1) Nearest unit as O/C scene in interim - free/control/preserve, identify witnesses and obtain initial statements, seize electronic recorded evidence, confirm informant details, SITREP
(2) Advise O/C CIB
(3) Deploy a dog
(4) If vehicle was used, initial effort must focus on locating it. Grid search of area within cordons
(5) Keep units continually and regularly informed
(6) If vehicle located, appoint O/C vehicle scene - secure vehicle for forensic examination, immediate area enquiries, deploy dogs

Scene examination - general

A

(1) Appoint CIB member as O/C each scene
(2) Establish the area contaminated by offenders and preserve for forensic examination
(3) Retain one principal witness at the scene to assist with reconstruction. Clear remaining witnesses from scene

Scene examination - process

A

(1) Arrange attendance of experts - fingerprint techs, photographers, ESR etc
(2) Prepare a plan/sketch of premise
(3) Uplift any CCTV footage
(4) Obtain serial numbers of property
(5) O/C scene to coordinate the seizure and security of any exhibits and deliver to experts for examination
(6) Obtain control samples
(7) Give the O/C enquiry a reconstruction of activity at scene

Victim/witness enquiry

A

(1) Appoint O/C witness to coordinate the interviews
(2) Obtain physical evidence - clothing, bloodstains, fingernail scrapings
(3) Complete a medical examination and photograph any injuries. Obtain elimination fingerprints, DNA
(4) Consider a ‘FACES’ (?) of the suspects
(5) Request victim/witness not to comment to media or post on social media. Consider name suppression if no public interest
(6) Victim support referral

A

(1) Inform CIB, Intel, local Police
(2) Should not release any information about amount of money stolen
(3) Conduct area enquiries
(4) Consider area CCTV enquiries
(5) Consider other actions such as:
- Media release of CCTV
- Obtain photographs of similar vehicles, clothing etc
- Bully board notice / FLINT
- Liaise with Police media advisor re: social media release

A

(1) Give priority to anonymous information
(2) Be extremely cautious when dealing with suspects - consider AOS deployment
(3) To identify suspect - fingerprints/forensics, CCTV, statements from victims and witnesses, media response
(4) Consider witness identification of suspect - photographic montage
(5) Collect all information about suspect - names/aliases, descriptions, photographs, vehicles, firearms, modus operandi, NIA information
(6) Consider surveillance on suspects addresses, consider obtaining data and content on suspects phone and social media, consider seizing and analysing electronic devices

Executing a search warrant

A

(1) Appoint O/C exhibits
(2) If possible, ensure that suspects are present
(3) Photograph property and vehicles
(4) Seize mobile phones and electronic devices, stolen property, suspects clothing and footwear, weapons, any evidence connection suspect to robbery
(5) Obtain suspects explanation for the seized exhibits being in their possession
(6) Issue a POL 268

After locating suspect

A

(1) Separate and appoint officer to each suspect. Seize and secure any evidence
(2) Caution rights and offer interview on DVD
(3) Obtain swabs for traces of gun powder on suspects hands or face (if fired)
(4) Consider Police doctor to conduct a physical examination (injuries, blood/hair samples, fingernail scrapings)
(5) Consider various means of identification
(6) Obtain fingerprints, photographs and DNA
(7) Consider suitable charges
(8) Offence report

A

(1) Complete enquiries to corroborate suspect statements, negate possible defences, identify recovered property
(2) Arrange for ESR/Armourer/SOCO to examine exhibits
(3) Consider photogrammetry to match exhibits to CCTV/photos
(4) Prosecute the suspects. Seek court order for forfeiture or destruction of weapons.
(5) If holds a FLIC, submit report for revocation
(6) Advise victim of outcome and return property
(7) Complete the file
