- pervasive inorganized corruption (more than 1, rampant but hidden)
- (most corrupt): pervasive organized corruption (many officers, department knows about it, ex: $ shakedowns)

occupational deviance (violates department policy)
Typologies of corruption
corruption of authority, kickbacks (towing car ex.), opportunistic theft, shakedowns, protection of illegal activities, the fix (fixing criminal case), direct criminal activities, internal payoffs
2 types of financial corruption:
- bribery (done by citizen)
- extortion (done by officer)

- cover charges (to conceal misconduct)
- stacking up charges (numerous charges from same incident)
