2nd is an ordinal number because it is referring to the order of where the terrier is in the line of dogs

Place Value
the value of a certain digit determined by where it resides in a number
Which direction do you move the decimal point to create a smaller number?
Left. Moving the decimal point to the left is the same as dividing by increments of 10 or multiplying by increments of 1/10.

Right. Moving the decimal point to the right is the same as multiplying by increments of 10.
