How does speed affect flaps?
A
The faster the aircraft the greater the force on the flap

Does flap extension affect the force?
A
The more the flap is extended the more force it will experience
When significantly extended, the aerodynamic loads at high speeds could easily damage the aircrafts structure or the flaps

A
Sets maximum airspeed limits for all flap settings
Printed on a small placard stuck on the instrument panel or shown by coloured arcs on the airspeed indicator
