why did the petition of rights happen?
It was a response to the concern that Charles couldn’t be trusted to rule by unwritten rules. Charles actions between 1625-1628 showed to MP’s like Edward Coke that Charles powers needed to be restricted with written rules.

-parliament had to consent to taxation
-people could only be imprisoned If there was a cause
-martial law was illegal
-Billeting on the population was illegal
