- relief - is it mountainous land and is it easy to build on (will affect how developed the place is)
- are you close to the capitol - London has huge spill out affects meaning living near there will mean a more developed area.
- are we close to trade purposes - is trade easily accessible with ports to the rest of Europe

- once protected land has been given planning permission due to a population crisis, tring to fit another 15,000 people in the next 10 years
- this will mean transport struggles even more however multiplier effect will come into play
