- Wanted to force Athenians into a war so they made yearly invasions into Attica, destroyed crops at first but then realised it was unhelpful
- Wanted a hoplite battle so they could win like in the Battle of Tenaga

2000 talents OUT was running cost of empire, plus 420 talents OUT a year for soldiers.
Going in was 1000 per year 600 tribute, 400 taxes, 500 in coins and 6000 in treasury.
Eventually was going to run out of money, meaning tributes and rsss would be raised and less people would want to fight for Athens

-People believed the plague was punishment for Pericles pride and arrogance, they found fault with him and wanted to make peace with Sparta despite Pericles stating that the plan was working.
