There is hereby created a three-man Commission to be known as the PRC which shall be attached to the Office of the President for general direction and coordination.

The provisions of Republic Act No. 546 are hereby repealed as well as those of other pertinent laws inconsistent herewith.

This Decree shall take effect immediately.
