Normal speed

Locomotive engineer must proceed cautiously (not to exceed 25kph) to be able to stop clear of any obstruction.
Points are in the correct position but not necessarily that the track maybe unoccupied

Action: Stop contact train control and ascertain the reason for the R light being displayed
Proceed cautiously at restricted speed prepared to find the track obstructed or occupied. Being able to stop short of an obstruction with half the clear distance of line that is visible ahead
