Diesel: No one embarking, on-board, or disembarking the plane. The plane engine can be on though.

C) the runway is clear of all persons, animals, vehicles, vessels, or other obstructions during landing or take-off, other than persons, vehicles, or vessels essential to the operation.
When can a pilot operate in a restricted/danger area?

aerodrome within the mandatory broadcast zone
C) before entering a runway for take-off from an
aerodrome within the mandatory broadcast zone
D) at any other time at least at the intervals prescribed
for the mandatory broadcast zone
AND
A) maintains a listening watch on the radio frequency assigned to
the mandatory broadcast zone
B) activates, if equipped, the aircraft’s landing lights or anti-
collision lights
AND
A pilot-in-command of an aircraft without an operable radio may
operate within a mandatory broadcast zone for the purpose of enabling
repairs to be made to that radio, but only if—
A) the pilot activates, if equipped, the aircraft’s landing lights or anti-
collision lights
B) if practicable, the pilot-in-command arranges for another person
to make the broadcasts required, on the pilot’s behalf.
When can you fly through a volcanic hazard zone?
ONLY DURING THE DAY IN VMC CONDITIONS AFTER CHECKING WEATHER TO CONCLUDE THAT THE ZONE WILL NOT AFFECT THE SAFETY OF THE FLIGHT.
