91.103 Preflight action
PIC shall, before a flight, become familiar with all available info concerning that flight. MUST include: for IFR or not ivo airport, wx reports/forecasts, fuel req, alternatives, known delays, TOLD, a/c performance, airport elev slope, a/c gross weight, wind and temp
91.107 Use of Safety belts
No pilot may take off a US registered civil a/c unless the PIC ensures each person on board is briefed on how to fasten/unfasten that person’s safety belt and, if installed, shoulder harness
91.107(2) Use of Safety belts
No surface movement unless PIC ensures passengers have been notified to fasten their safety belt
91.107(3) Safety belt exceptions
person < second birthday held by someone occupying approved seat; use of floor for parachuting, child seat approved for use in vehicles and aircraft (in red lettering)
91.109 Flight instruction; Sim instrument flight and certain flight tests
a/c must have dual controls for flight instruction. Exception: can be single throwover if IP determines flight can be conducted safely, pilot flying has at least a ppl
91.109(b) Use of a/c w/ throw over controls for flight review, recent flight experience, or instrument proficiency check
when the a/c has operable rudder pedals at both stations; PF is qual’d to serve as PIC during entire flight; IP is qual’d in a/c and has at least 25hrs of PIC in the make and model; PIC and IP determine flight can be conducted safely

accompanied by at least ppl with cat/class ratings appropriate to a/c being flown; safety pilot has adequate vision forward and to each side; a/c has dual controls or single throw over and the safety pilot determines flight can be conducted safely
91.111 Operations near other aircraft
no person may operate so close as to create a hazard; no form flight except by arrangement w/ PIC of each aircraft; no passengers for hire during form flight
91.113 Right of way rules
(does not apply to water ops) all a/c must see and avoid and may not pass over/under or ahead unless well clear
91.113(c) Right of way (distress)
a/c in distress has ROW over ALL other traffic
91.113(d) Right of way (converging)
when same category, at same altitude (except head-on or nearly so) a/c to the right has right of way.
91.113(d) Right of way (converging) diff category
balloon has ROW over any other category; glider has ROW over airship, powered chute, weight-shift control, airplane, or rotor; airship has row over powered chute, weight shift, airplane or rotor; HOWEVER aircraft towing or refueling has ROW over all other engine-driven a/c
91.113(e) Right of way (head on)
pilot of each shall alter course to the right
91.113(f) Right of way (overtaking)
a/c being overtaken has ROW; overtaking a/c shall alter course to right to pass well clear
91.113(g) Right of way (landing)
a/c on final to land or while landing have ROW over ops on surface;
