- most common
- blood backs up through LA into pulmonary veins
- fluid from capillary beds into lung tissue resulting in wet lung sounds/crackles
- results in pulmonary edema

fatigue crackles peripheral/dependent edema tachycardia increased RR decreased O2 saturation dry cough restless/ agitated nocturia
