If within 30 days after the change in ownership
- an application is made for the appropriate amendment to the certificate
- no change in the facilities, personnel or approved courses is involved

Why must you allow the administrator to inspect the facilities, personnel, equipment and records?
To determine:
- eligibility to hold the certificate
- compliance with 49 USC 40102
- compliance with FARs
Advertising limits:
- no false or misleading statements
- May not advertise unless clearly differentiating between courses that have been approved and the ones that haven’t
When do you have to remove advertisements?
From vacated premises
When the certificate has expired or has been surrendered, suspended or revoked
Requirements of the business office:
- Mailing address in the name shown on the certificate
- facilities and equipment must be adequate to maintain the files and records
- May not be shared with or used by another pilot school
- notify FSDO before changing locations
Requirements for changing locations:
- submit in writing the change of location at least 30 days before the change
- accompanied by amendments needed for the approved training course outline
When can you conduct training at an operations base other than the one specified in the certificate?

What personnel requirements do you have to meet?
Adequate personnel to include:
- CFIs
- Ground instructors
- Chief
Have to have ratings for the approved course of training and any aircraft used in that course
What if you employ dispatchers, aircraft handlers, and line and service personnel?
Must instruct them in the procedures and responsibilities
Instructor Requirements for instructors used for the ATP CTP?
- ATP with airplane category multi engine class rating
- 2 years of experience under 91.1053, 135.243 or SIC or PIC under part 121
- training in the sim if a sim is used
When can you designate a check instructor?
- Meet the requirements of 141.37
- school has an enrollment of at least 10 students
Requirements for a check instructor:
- must pass a test administered by the chief: teaching methods, AIM, part 61, 91, 141 and objectives and course completion standards
- hold a CPL or ATP and CFI with appropriate category and class and instrument ratings
- pass a proficiency test given by the chief or asst. chief on the flight maneuvers
- meet recency of flight experience 61.57
How do you designate a check instructor?
In writing by the chief to conduct stage checks, end of course tests and instructor proficiency test
Be approved by the FSDO
Limitations of a check instructor:
May not conduct stage checks or end of course tests for any student served as the principal instructor or recommended for a stage check or end of course test
Can you employ former FAA employees?
Not if the person preceding 2 years
- acted as or was responsible for the oversight of a safety inspector
- and had direct oversight or responsibility to inspect the certificate holder
Chief instructor qualifications:
- CPL or ATP
- CFI
- appropriate category + class + instrument rating
- meet recency requirements
- pass a knowledge test on: teaching methods, AIM, part 61, 91, 141, objectives and approved completion standards of the course
- pass a proficiency test on instructional skills and ability to train students on the flight procedures and maneuvers appropriate

Requirements for training airports:
- Continuous use
- One runway to allow training aircraft to make normal TOLs under the following conditions:
- Wind not more than 5 mph
- Temp equal to the mean high temp for the hottest month of the year
- Powerplant, landing gear and flap operation recommended by the manufacturer
- Smooth transition from liftoff to the best rate of climb without exceptional piloting skills
- Clearing all obstacles in the T/O flight path by at least 50 ft
- Wind direction indicator visible from the end of each runway
- If no tower or UNICOM: traffic direction indicator
- If used for night training must have permanent runway lights
Requirements for training aircraft:
- Civil aircraft of the US
- Standard airworthiness certificate
- Maintained and inspected in accordance to pat 91 subpart E
- Equipped and maintained for IFR is used for IFR training
Requirements for full flight simulators and training devices:
- Qualified under part 60 and approved by the administrator for the tasks and maneuvers
