Cannot fly over open air assembly, must be labeled and listed with DOC, does not contain rotating parts that would lacerate, must not cause injury equivalent to 25 pounds of kinetic energy. To operate over people - they must either be notified on a closed site or under a covered structure
Category 4 Drone
Must have an air worthiness cert under part 21, maintenance and inspections etc, there are some operating limitations
