-winning party is one with most seats + leader becomes prime minister
-most laws suggested are by government ministers
-has more power than HOL
-law cannot be passed without majority vote
-most bills are introduced to HOC first as they are more powerful

-2009-reform of HOL
-use expertise to make sure bills are free from flaws - most have to be approved by both houses
-made up of hereditary peers,life peers and bishops
-acts as a check on HOC
-eg hunting act - law made under powers of parliament act
