It was a coup d’état and a mass demonstration and this led to Mussolini coming to power. The King of Italy at the time Victor Emmanuel appointed Mussolini as prime minister because the King didn’t want Mussolini to take over the Gouvernment by force.

This was created by Mussolini because it allowed Mussolini to cover up his control over the Italien State. For example Mussolini now has the power to elect the Fascist Party deputies. The Grand Council of Fascism was the main body of Fascist regime in Italy that held and applied great power to control the institutions of government. The council usually met at the Palazzo Venezia, Rome, which was also the seat of the head of the Italian government.
