Respiratory arrest.

Circulatory failure.

Serious sign, indication to start chest compressions.

Yes.
What two reasons contribute towards why BP of limited use pre-hospitably?
- The heart compensates well for shock for a long time
2. All other signs will be obvious by this time and treatment started to stabilise the condition.
