SECTION 2: DEFINITION OF TERMS
auxiliary branch of laboratory medicine which deals with the examinations by various chemical [clinical chemistry], microscopic, bacteriologic and other medical laboratory procedure or techniques which will aid the physician in the diagnosis, study and treatment of the diseases and in the promotion of health in general.
MEDICAL TECHNOLOGY
A duly registered physician who is specially trained in methods of laboratory medicine

PATHOLOGIST
person who engages in the work of medical technology under the supervision of a Pathologist or licensed physician authorize by the DOH
- passed the prescribed course (BSMT/BSH) [BS Public Health; offered in University of the Philippines Manila] of training and examination is registered under the provision of this act.
MEDICAL TECHNOLOGIST
NOTE: in any case that the pathologist is not available in certain laboratories, DOH can authorize any license physicians
A person who not being a graduate of Bachelor of Science in Medical Technology/Bachelor of Science in Hygiene, but having passed the corresponding civil service examination
- performs the work of medical technology under the supervision of a registered medical technologist and/or qualified pathologist
MEDICAL TECHNICIAN
NOTE: not the case in the present; medical technicians nowadays are also registered medical technologists.
A clinical laboratory, office, agency, clinic, hospital or sanitarium duly approved by the DOH or its authorized agency.
ACCREDITED MEDICAL TECHNOLOGY TRAINING LABORATORY
NOTE: at the present time, CHED ang nagbibigay ng accreditation sa mga training laboratories to cater interns
Any school, college, or university which offers a course in Medical Technology approved by Department of Education
RECOGNIZED SCHOOL OF MEDICAL TECHNOLOGY
NOTE: At the present time, ang CHED ang nagbibigay ng recognition para magkaroon ang universities ng BS MLS program.
The council of Medical Technology Education established under this act.

SECTION 5: FUNCTIONS OF THE COUNCIL OF MEDICAL
TECHNOLOGY EDUCATION
- To recommend minimum required curriculum (subjects/courses na needed)
- To determine and prescribe the number of students, account the student-instructor ratio, and the availability of facilities for instruction.
- To approve medical technology school meeting the requirements and recommended closure to those who found to be substandard.
- To require all medical technology schools to submit an annual report, including the total number of students and instructors, a list of facilities available for instruction, a list of their recent graduates and new admissions, on or before the month of June.
- To inspect and determine whether a high standard of education is maintained
- To certify for admission into an undergraduate internship students who have satisfactorily completed three years of the medical technology course or its equivalent and to collect from said students the amount of five pesos each which money accrue to the operating fund of the council.
- Formulate and recommend approval of refresher course for applicants who shall have failed the board examination for the third time
- To promulgate and prescribe rules and regulation of foregoing functions.
SECTION 6: MINIMUM REQUIRED COURSE
- at least 4 years Medical Technology Course
- 12 months satisfactory Internship
- Includes the following subjects: english, spanish, social science, general zoology, botany, mathematics, college physics, general chemistry, qualitative chemistry, quantitative chemistry, biochemistry, gross anatomy, histology, physiology, clinical parasitology, general pathology, microbiology, biostatistics
- Clinical Laboratory Methods (including hematology, serology, blood baking, clinical microscopy, applied microbiology, and parasitology, histopathologic techniques, and cytotechnology)
SECTION 7: BOARD OF EXAMINERS OF MEDICAL TECHNOLOGY
The Board of Medical Technology is composed of:
- Pathologist [chairman]
- 2 members who are registered medical technologists
both are appointed by the president of the Philippines

SECTION 8: QUALIFICATIONS OF EXAMINERS
To be a member of Board of Examiners he/she:
- Is a Filipino Citizen
- good moral character
- qualified pathologist, or fuly registered medical technologists with a degree of BSMT/BSH
- Has been in the practice of laboratory medicine or medical technology for at least 10 years prior to his/her appointment
- not a member of the faculty of any medical technology school or have any pecuniary interest, direct or indirect, in such institution
SECTION 9: EXECUTIVE OFFICER OF THE BOARD
In the time of 1969, the ____ shall be the Executive Officer of the Board and shall conduct the examinations given by it.

SECTION 10: COMPENSATION OF MEMBERS OF THE BOARD OF EXAMINERS FOR MEDICAL TECHNOLOGY
* Each member of the Board shall receive as:
- P10.00 for each applicant examined
- P5.00 for each applicant granted a Certificate of Registration without examination
- Administer oaths in connection with the administration of this act
- Issue, suspend and revoke certificates of registration
* Administer the provision of this act

Investigation such violations of this Act or of the rules and regulations; issued subpoena and subpoena duces tecum:
- Request letter ordering the person to go to court and bring relevant documents or evidences
- Subpoena ad testificandum: invitation to be a witness
SECTION 12: REMOVAL OF THE BOARD
Any member of the Board may be removed by the President of the Philippines for the ff. reasons:

- Neglect of duty
- Incompetency
- Malpractice or unprofessional
- Unethical
- Immoral or dishonorable conduct
- Opportunity to defend himself
- The President shall have the power to suspend and appoint a temporary member in the place.
Department of Education shall approve schools of medical technology in accordance with the provisions of this Act.

SECTION 13: ACCREDITATION OF SCHOOLS OF MEDICAL TECHNOLOGY AND OF TRAINING LABORATORIES

SECTION 13: ACCREDITATION OF SCHOOLS OF MEDICAL TECHNOLOGY AND OF TRAINING
- Bacteriology
- Serology
- Parasitology
- Hematology
- Biochemistry
- Scope of activities of said laboratory offers sufficient training in laboratory procedures
SECTION 14: INHIBITION AGAINST THE PRACTICE OF MEDICAL TECHNOLOGY
No person shall practice or offer to practice medical technology without previously obtaining a valid certificate of registration from the Board that registration shall not required of the following:
- duly registered physicians
- Medical technologist from other countries call in consultation or visitig or exchange professors to colleges or universities: provided, that they are only practicing the said function [work in the academe only]
- Medical technologist in the service of the United States Armed Forces stationed in the Philippines rendering services as such for members of the said forces only.
SECTION 15: EXAMINATION
Written examination shall be given by the Board in the ff. location:

SECTION 16: QUALIFICATION OF EXAMINATION
Every applicant for examination under this Act, shall prior to the date thereof, furnish the Board satisfactory proof that he or she:
- is in good health and is of good moral character
- Has completed a course of at least (4) four years leading to the degrees of BSMT/BSH.
- Persons having graduated from other paramedical professions who are performing medical technology for the last five years [meet the minimum requirements exceeding (1) one year undergraduate internship or practical training]
SECTION 17: SCOPE OF EXAMINATION
The examination questions shall cover the following subjects with their respective relative weights:
- Clinical Chemistry: 20% [1st day]
- Microbiology and Parasitology: 20% [1st day]
- Hematology: 20% [2nd day]
- Blood Banking: 20% [2nd day]
- Clinical Microscopy (Analysis of Urine and Body Fluids): 10% [1st day]
- Histopathologic Techniques, Cytotechnology, Medical Technology Laws, Related Laws and its implementing rules, and the code of ethics: 10% [2nd day]
SECTION 18: REPORTING OF RATING
Before, it will take ____ after the completion of the examination, report the result thereof to the ____, who shall submit the result to the ____ of the Philippines for approval.

SECTION 19: RATING IN THE EXAMINATION
In order to pass the examination, a candidate must obtain a general average of at least ____ percent in the written test, with no rating below ____ percent in any major subjects

- The Board shall charge each applicant for examination and registration the sum of ____ pesos

SECTION 23: REFUSAL TO ISSUE CERTIFICATE
The board shall refuse to issue a certificate of registration to any person with the ff. reasons:
- Convicted by the court of competent jurisdiction of any guilty of immoral or dishonorable conduct
- Incurable communicable diseases
- Unsound mind
Revocation or suspension of Certificates shall be conducted under administrative investigation by at least two members of the Board and one legal officer during the said investigation.

Reprimand or Suspension
If revocation or suspension is imposed by the Board, the medical technologists is required to surrender his license and certificate of registration within ____ days after the decision becomes final.

SECTION 24: ADMINISTRATIVE INVESTIGATION
GROUNDS FOR FILING OR INSTITUTING AN ADMINISTRATIVE INVESTIGATION
- Those enumerated under Section 29 of R.A. No. 5527
- Unprofessional conduct
- Malpractice
- Incompetency
- Serious ignorance
- Gross negligence
- Violation of the Medical Technologists’ Code of Ethics
- Violation of resolution, policies, and administrative issuances promulgated by the PRC or the MTB
- Fraud related to CPD
SECTION 25: APPEAL
appeal to the Civil Service Commissioner whose decision shall become final ____ days after its promulgation

No foreigner shall be admitted to examination, or be given a certificate of registration or be entitled to any rights and privileges under this Act

SECTION 29: PENAL PROVISIONS

SECTION 30: SEPARABILITY CLAUSE
All Acts, executive orders, rules and regulations, or parts thereof inconsistent with the provisions of this Act are hereby repealed
SECTION 31: REPEALING CLAUSE
nothing in this Act shall be construed as repealing or amending any portion of the Medical Act of 1959 (R.A. 2382, as amended by R.A. 4224), the Clinical Laboratory Act of 1966 (R.A. 4688), and the Blood Banking Law of 1956 (R.A. 1517)
