Bonds
Bonds grounded or used with live line tools prior to contact

Insulators shall be check for integrity
Faulty more than 30% shall be cleared before work is done

Testing lines and equipment
Lines shall be considered energized unless positively known to be de-energized

Pole top apparatus
Cutouts operated with switch stick or approved device
No contact made with xfrmrs,capacitors,regulators,etc. except with approved device
ABS in excess of 7500 volts shall be proved by test to be de-energized before work is done
Automated pole top switches shall be made local and non auto before working in proximity to primary level

Digging holes
Stay in clear of revolving digger
Holes dug In advance must be covered

Energized lines
Any conductor energized over 300 volts
Any work done near energized lines must be covered except the one being worked on
Protect nearest and lowest wires first, when removing cover the order shall be reversed.

Four-Wire high voltage circuits
Overhead neutral shall be considered same as phase conductor
Neutral conductor shall not be opened except on authority of grid ops manager or relative authority

Working in elevated positions
Before climbing shall be familiarized in circuits, voltages, thereon, and unusual conditions
Not more than one employee ascending/descending at a time
Employee shall make sure the change in stress won’t damage the pole
Pole brand 10 feet on a 25-60ft pole
13 foot pole brand on 65ft pole and above
Shall not transfer from buckets or to new pole

Working position
When working on energized lines, work shall be done from below when possible

Setting or removing poles
Employees not engaged in pole setting shall be kept out of work area
Poles shall not be allowed to make intentional contact with exposed high voltage conductors
A min distance of 3 feet shall be maintained with unprotected conductors
Handing the butt of the pole shall wear rubber gloves
Do not step on/off trucks or touch from ground when pole being set

Safety straps and lanyards
Shall not work on any elevated structure without being secured to safety strap or lanyard
Shall not belt off to adjacent poles/structures

Wire stringing
When stringing/taking down wire, # of people handling the wire at once shall be held to a minimum
Stringing Wire along or over highways/streets, the equipment pulling wire shall have flags front/rear
Stringing Wire from above/below attached/unattached energized lines over 600 volts, precautions shall be taken to insulate the employee from the wire
APM 141 shall apply when conductors are being pulled in/out
Bare wire shall be pulled over grounded rollers
Service drops are excluded from above requirements

Capacitors
Before work is done on capacitors it shall be de-energized using approved device. Contact shall not be made with any pole top apparatus/hardware (apm 205)
Before climbing into/thru area of capacitor installation, automatic switched capacitors shall be de-energized and controls made inoperative.
On non-auto switched capacitors, contact shall not be made with any hardware.
Voltages above 600 volts one of these rules shall apply: 1) jumpers to fuse holders shall be removed from line, after 5 mins the capacitors terminals shall be shorted by temporary jumpers. 2) rubber gloves or live line tools shall be used placing short circuit voltages. Above 7500 live line tools only.

Transformer
No work on high side voltage of a de-energized xfrmr shall be done. Until either 1) fuses have been pulled and taps to fuse holders removed or 2) leads between open switches/fuse holders and xfrmr have been grounded
