Aftermath of Annexation
Congress goes to war with Spain
- Sets up resolution stating war is not an attempt to gain control of Cuba, just give them freedom
- US reserves right to interfere in Cuba whenever deemed necessary
- In Philippines, Spanish leave and Americans move in
- Philippinos disappointed, they expect the same fate as Cuba
- Fighting and war erupts between Philippines and Americans
Philippine/American War
- Over 100,000 US troops required
- Cost 100,000 (+) Philippine lives
- Lasted longer then the Spanish/American War
- Initial 2 year battle, pockets of insurgency remained
- Moro’s (Muslim Philippines) continued to fight
- New style of war
- Enemies blend in with locals
- Leads to atrocities committed in villages by US troops
- Burned down a church occupied by women and children, when occupants fled, they were mowed down
Non-Colonial Expansion
-As US becomes colonial power, they turn their back on colonial expansion
Non-Colonial Expansion-China
Open door policy (1899)
-policy laid down after annexation of Philippines
-China previously divided into trading zones, or spheres of influence
-America did not have a zone or sphere of influence
Policy stated US does not seek a trading zone or sphere of influence in China, what we want is an open door in China, not to be discriminated against or excluded in other zones (level playing field)
-Did not want duties or tariffs in China
Non-Colonial expansion-Latin America
non-colonial expansion is really visible in Caribbean
- sky rocketing trade and investments
- capitol is flowing at a large scale into Latin American countries
- US develops influence and control of countries
Panama Canal (1903)
- French firm failed at building canal, US steps in
- Begun negotiation in 1901 to build canal
- agreement reached, but Columbian Congress rejects treaty allowing canal
- President TR goes into a rage, vows to find a way to build a canal
- In 1903 “spontaneous” uprising in Panama
- Roosevelt immediately recognizes Panama as a nation
- Naval source immediately sent to intimidate Columbians and protect Panama
- Same treaty Columbians rejected, accepted by Panama
- Canal completed in 1914
Intervention during overseas, non-colonial expansion
Natives get restless, attack US property and investments
No continental congress or military to protect US property
Marines sent in to “storm the beach” whether invited or not

- US government takes over financial control
- Outsourced control to banks, wall street, national city bank of NY
- City bank obvious selection to run Dom Rep finances as they were involved lots of trade and investment in the country

-treated nation as colonial congress until 1930s

-with no continental control, military intervention was used to reestablish peace and order
-Rationale was to uplift and civilize, not domination
