What are the 2 “SAR Response Standards”?
- Readiness: SRU ready to proceed within 30 minutes of notification.
- Transit: SRU on scene at datum, or within the search area within 90 minutes of getting underway.
List and define the three phases of SAR.
- Uncertainty – situation needs to be monitored, does not require dispatch of resources.
- Alert – may need assistance, not in immediate danger.
- Distress – in immediate danger
What are the “5 Hats” the Sector Commander wears?
- Officer in Charge of Marine Inspections (OCMI)
- SAR Mission Coordinator (SMC)
- Federal on Scene Coordinator (FOSC)

List four situations when you are required to notify SMC.
. SAR:
a. All WPB movements.
b. All major SAR cases.
c. Stations exceed boat crew utilization standards.
d. Severe weather and/or unusual weather conditions occurring or forecasted anywhere within the AOR.
e. Any conflicts between the Sector Controller and D8CC.
f. Any request by D8/CC for use of Sector New Orleans assets.
g. A station cannot met its commitments, for whatever reason.
h. When any SECTOR unit assumes SAR coverage for another unit.
2. L/E:
a. Joint agency boardings conducted in support of CG operations or other agency ops.
b. The receipt of any law enforcement information or intelligence that affects a Sector New Orleans unit or the AOR.
c. The discharge of any weapon (accidental or intentional).
d. Any boarding that involves an arrest or seizure by CG or other agency.
e. All questions from all sources regarding L/E operations.
f. Any seizure or law enforcement action delegated to units as reported.
g. Any required changes to scheduled ops due to weather or asset availability.
3. MISC:
a. Security violations, including all bomb threats in the AOR.
List four situations when you are required to notify the Sector Commander.
1) SAR:
a. RBM going more than 30 NM offshore. This is a waiver request.
b. Anytime a station exceeds fatigue standards.
c. Anytime a Sector resource is deployed outside Sector boundaries.
d. Operational phases of major SAR cases involving serious injury or death, PIW, deaths, boat fires involving possible PIW or death. Search patterns for overdue vsls, flare sightings and PIW.
e. Severe weather exceeding RBM offshore use criteria or requiring change of response.
f. Changes in WPB readiness status or anytime a WPB is required or requested.
g. CASREPS that require modification of WPB status from B-6.
h. Overdue cases that are potentially life threatening or require protracted search efforts.
i. Death or injury to CG/CGAUX personnel or significant damage to a CG unit or asset.
j. Changes in hurricane conditions.
k. Anytime a Sector unit cannot meet its required readiness status.
l. Loss of communications with any Group unit or underway asset.
m. Loss of VHF-FM high site capability.
n. Commercial vessel groundings in AOR.
o. Anytime a situation develops where the D8/CC considers assuming the responsibilities as SMC.
2) L/E:
a. Other than routine L/E boarding’s by Sector units. (e.g. large drug seizure, fisheries seizure, vessel terminations for safety. Changes to scheduled ops due to weather, or asset availability, etc.
b. Stowaways located on commercial vessels.
3) Misc:
a. Arrival of District Commander at Sector New Orleans, or any other senior staff officer.
b. If Sector COMMAND CENTER receives a call from any O-6 or, above, or calls from any dignitaries or VIP.
c. Anytime a District Branch Chief (regardless of rank) calls for the Sector Commander.
d. Loss of any navigational range light, or major coastal ATON in the Sector AOR.
e. Pollution incidents involving documented or commercial vessels, or large pollution cases involving recreational vessels.
f. Bridge allisions in AOR.
g. Any serious marine incident or casualty such as collisions, fires, groundings, or bridge allisions, which result in serious injury or death.
