Should the federal government (usually) be involved in responding to natural disasters? Why or why not? [edit]

A

Funding should be taken from the states and local governments. Because the disasters are typically isolated to just a state or a few states, and deciding to live where you want to live is a decision that involves understanding the natural risks of the locality/state. While it is ok for cities and states to collectively raise funds to prevent/mitigate natural disasters (if that is something the majority of the people/representatives want to do), it is not ok to force people who chose not to live in your area to cover the expanses of a natural disaster in your area.
A few specific resources, like the national guard, maybe be called in, because they serve as a repellent of force that can be equally provided to all states and localities and are thus funded nationally.
