A conceptual framework that describes how data is transmitted between devices over a network

Adapts bits for transmission over the medium

- Data that contains the email message is split into packets by the TCP
- The router inspects elements headers from each packet and determines the most efficient path
- The tcp portion of TCP/IP reassembles the packets in the correct order and ensures that all the packets have arrived undamaged
What is the algorithm stopping condition
When a device successfully transmits data without detecting a collision
It is considered complete when the data is continued to be sent without interference
