Q

The Bloodborne Pathogen Standard•

  1. applies to all occupational exposure to blood or other potentially infectious materials.
  2. A written Exposure Control Plan must be implemented by the employer to eliminate /minimize employee exposure
  3. Pathogenic microorganisms that are present in human blood and can cause disease in humans. These pathogens include, but are not limited to, hepatitis B virus (HBV) and human immunodeficiency virus (HIV)
  4. Exposure can result in serious illness or death
  5. Harmful organisms that may be found in a person’s body fluids
  6. Transmitted through blood and blood products, Hepatitis B (HBV)m, Human Immunodeficiency Virus (HIV)
A

Other Potentially Infectious Material (OPIM)

  1. Semen
  2. Vaginal secretions
  3. Cerebrospinal fluid
  4. Synovial fluid-joints, elbows, and shoulders
  5. Pleural fluid-lungs
  6. Peritoneal-abdominal fluids
  7. Pericardial fluid-heart
  8. Amniotic fluid-pregnancy
  9. Any other body fluid or secretion that is contaminated with blood
  10. It is important to NOTE……
    a. Body fluids tend to mix together except for blood, are generally indistinguishable.
    b. must assume that all body fluids are a potential hazard.
    c. UNIVERSAL PRECAUTIONS!

Q

Universal Precautions• Set of guidelines established by the Centers for Disease Control (CDC) for safely handling remains.• Universal Precaustions are based on the assumption that ALL remains could be infected with bloodborne pathogens• Proper use of PPE is an essential part of observing Universal Precautions

A

Personal Protective Equipment• Furnished and paid for by employer when it is required• Employer develops policy guidelines for PPE but employees do have input• The employer must also REQUIRE that the employee utilize the PPE that is provided to him/her• Impervious gown:• Protect the skin of your arms and body with a long-sleeved gown that is impervious to body fluids and chemicals• Washable or disposable gowns may be used• A gown may be used throughout a shift unless it becomes contaminated

A

PPE for Removals/Disinterment• Disposal gown• Disposal gloves• Eye protection• Barrier masks• Disinfectant spray bottle• Plastic bag• Must have 2 complete kits in the removal vehicleo -sheet for covering remainso -light plastic pouch (body bag)o -extra box of disposable gloveso -supply of alcohol towelettes or alcohol foam

Q

The Written Exposure Control PlanMust Contain:1. Exposure determination an employer must survey worksite by job classification to determine employee exposure.2. Method of implementation for compliance, Heb B vaccination, hazard communication, recordkeeping & evaluation procedures regarding exposure.3. Documentation of methods/procedures that reduce risk of exposure4. Documentation of annual updates to improving safety thereby eliminating exposure or minimizing it5. Documentation that the employer has sought employee input (from those employees in a non-managerial capacity) as to improving safety and minimizing exposure via safer engineering and work practice controls6. All documentation must include dates of consideration, medical devices considered, employee giving input, decision reached and basis of the decision reached

A

The Written Exposure Control Plan• The Written Exposure Control Plan must be accessible to all employees and made available within 15 working days of the employee’s request, OSHA and NIOSH• Must be updated annually and whenever a new procedure has been implemented, changes in employee position and updates to technology as it pertains to minimizing exposure incidents

Q

The Bloodborne Pathogen StandardCleaning and Decontamination Policy• Bloodborne pathogens can survive for at least one week in dried blood on surfaces like tabletops, countertops and sinks.• Use a 1 to 10 part solution of bleach to water• All equipment must be cleaned and decontaminated after each contact with blood or other potentially infectious materials.• After each work shift you want to clean and decontaminate:• Countertops• Reusable buckets and pails• Embalming machines and instruments• Embalming tables• Floors and walls• Other areas where contamination is apparent or possible

A

The Bloodborne Pathogen StandardExposure to Body Fluids: Puncture Incident• IMMEDIATELY encourage bleeding• Wash the area with antiseptic• Notify your supervisor IMMEDIATELY after you sanitize the wound

Q

Exposure to Body Fluids: Splash Incident• For non-intact skin wash the affected area immediately with soap and warm running water.• For eyes flush with cold water for 15 minutes at the eyewash station holding the eyelids open.• For the mouth rinse with water spitting the water out several times.• For inside the nose irrigate the nasal with cool to warm water to the extent possible.• Report any exposure incident to your supervisor IMMEDIATELY after sanitizing the affected area.

A

Exposure to Body Fluid• Supervisor will arrange for a confidential medical exam and follow up by a healthcare professional.• A sample of your blood will be taken• Physician may recommend treatment and provide written opinion• OSHA form 200 will be filled out

Q

Hepatitis-B (no cure)• Causes acute inflammation of the liver• Can lead to cirrhosis or liver cancer• Spread by blood, blood products and other body fluids• Can be very serious or fatal

A

Hepatitis-B Inoculation Program• Program is voluntary• Vaccine is offered within 10 days of job assignment & at no cost to the employee unless it is declined (Heb-B Declination Form must be signed)• Vaccine does not offer perfect protection but is considered the best available prevention and protection.• Vaccine only protects you from Hepatitis-B• Vaccine is administered in 3 parts over 6 months• All 3 injections are necessary to confer immunity to the virus• At-risk employees will attend an orientation program regarding Hepatitis-B and the risks and benefits of the vaccine.• -if employee initially declined vaccination & decides to take it later, then it is still offered at no cost to the employee.

At-Risks Employees• Embalmers & apprentice members• Removal personnel• Prep room housekeeping staff• Hair stylists/cosmetologists• Funeral directors and other staff• Cemetery workers involved in exhumations• Crematory workers

A

Training and Recordkeeping• Training required at time of employment or at time of assignment in risk category• Training at least once a year after initial training or when change in task or procedures occurs• Records must be kept for 3 years from date of training• Right to examine records• The employer must maintain accurate & confidential records for every employee with occupational exposure

Q

The medical records must contain:• Name & SSN of employee• Copy of Heb-B vaccine status with dates

A

Copy of all exams/testing results & follow up procedures• Copy of health care professional’s post-exposure written opinion• Medical records relating to BBP Standard must be maintained for the duration of employment plus 30 years• If the employer is no longer in business & no successor employer follows, then the employer must notify OSHA 3 months prior to record disposal.• The OSHA Director may require that the records or a copy of the records be sent to them within the three month period.
