define ship repair
any repair of the vessel such as alterations, conversions, installations, cleaning , painting and maintenance
define hazardous substance
substance that is explosive, flammable, poisonous, corrosive, oxidizing, irritant or otherwise harmful and likely to cause injury
define competent person
a person designated by the employer to recognize and evaluate employee exposure and unsafe conditions and able to initiate precautions to ensure safety.
define hot work from subpart A
riveting, welding, burning , or other fire or spark producing operations
define cold work
any work that is not hot work

- 7(b)
- one or more must be designated unless subparts B, C, D and H are always carried out by marine chemist.
- exception, the employer may designate any person who meets applicable portions of “criteria for CP” in certain situations
Under what situations is a Competent Person not required to meet all the criteria in 1915.7(c)
- repair work on small boats where the combustible gas indicator tests are only required for fuel tank leaks or flammable paints below deck
- building of wood vessels where precautions for using flammable paints is only required
- ship breaking where there is no fuel or oil or flammable hazard
- tests and inspections performed to comply with 1915.35(b)(8) painting: inspection of cables, no connections within 50ft, not overloaded and suspended with no stress & 1915.36(a)(5) flammable liquids: liquid solvents, paint, preservative coatings, highly volatile and flammable , see previous.
what knowledge shall the competent person have?
- ability to understand and carry out any written or oral instructions left by the marine chemist, cg auth. person, or CIH
- knowledge of subparts b,c,d and H and be able to perform all test and inspections required
- knowledge of structures, locations, and space designations
- ability to calibrate test equipment and interpret results
- ability to determine the need for further testing by the marine chemist, cg auth. person, or CIH
- able to maintain records
What shall be recorded by competent person?
location, time, date, location of inspected spaces, operations performed, test results and any instructions
where are records by competent person to be located
posted in immediate vicinity of affected operations while work is in progress
how long are CP records kept?
3 months from the completion date of the specific job
define dangerous atmosphere
an atmosphere that may expose employees to the risk of death, injury, acute illness , inability to self rescue
