If detainees are sick, injured, or physically disabled & handcuffs are impractical due to the condition of the detainees, alternate restraining devices should be utilized unless the condition of the detainee:
Renders them harmless
Detainees shall not be transported by an officer who is alone in any police vehicle unless such vehicle is equipped with a safety barrier. Non-uniformed personnel (detectives, etc.) may have to deviate from this. When this occurs, extreme caution should be used by using proper procedure such as:
Handcuffing detainees hands behind them & having a second officer sit behind the driver with the detainee in the passenger side backseat. Detainees are to be secured with seat belts in vehicles without a safety barrier.
A juvenile detainee should not be transported in a vehicle with an adult detainee unless:
They’re arrested together for the same offense or incident. All juveniles must be restrained by a safety belt or child restraint device.
A female detainee should not be transported in a vehicle with a male detainee unless they were arrested together for the same offense or incident. An exception to this is:
The fugitive unit but they should use a vehicle also separated compartments whenever possible to prevent contact.
What should be documented in CAD when transporting detainees of the opposite sex?
Race & sex of individual & current odometer reading of your vehicle
How far in advance should an airline representative be notified that a detainee is being escorted?
At least one hour in advance or as soon as practical
