Define a child/young person
A child is a boy or girl under the age of 14 years.
A young person is a boy or girl over the age of 14 but under 18 years, but does not include any person who is or has been married, or in a civil union.

The child or young person is being , or is likely to be harmed, ill treated, abused or seriously deprived.
