On call detective notified by Fusion Watch who was notified by the local area command that a guest of a hotel is currently in custody for causing a disturbance over room service. Male and his wife made statements about shooting everyone, that they would make October 1St look like nothing. When security went into the guest’s room, they noticed 3x rifle magazines, no wife and a photo of Steven Paddock.

  • Notify supervisor
  • Have CIU do Complete work ups, focus on criminal record in home state.
  • RISS all Indivuduals, cars and addressess associated.
  • Ask for additional resources, additional detectives from CT/FLEX teams/STARS
  • Have security review video to see if any other associated guests/associates/vehicles. Lock interrogation on the room.
  • Interview with suspect - look to hit the points of terroristic threats for PC/details of plan/can the wife carry out attack alone/weapons brought with them/any associates
  • LPR Hot hit for vehicle
  • Assessing the threat these individuals possess to the community and any ties to other terroristic groups, domestic or international.0
  • Notify other hotels of the situation distribute subjects’ names and photos for video surveillance and facial recognition.
  • Send photo to fushion watch/ facial Rec to locate in valley

Confidential information notifies you that while buying 446 at a residence located near a school, they observed that inside the residence was a list that stated death to all Jew’s, black masks, bear spray, pipes, etc. inside of the residence lots of Nazi symbols could be seen they heard they make the statement going to be famous soon and talking about demonstrations and violence.

(Know the importance of the items and the ideology being referenced and statements that were overheard (specific targeted group and comments about being famous soon), time sensitive date/location due to mention of act of demonstration - investigate any known protests)

  • Rissafe the residence and any individuals known
  • Reach out to units in the area command/specialized units (narcotics) look to see if they have any CP on the residence or individuals inside (have they done buys/takeaways/ do they have a Cl in place that can be utilized.
  • Conduct a background investigation of the residence and any known persons to see if there are any prior CT connections. Utilize CT JTTF and other partners.
  • Is the confidential informant someone who can make a statement or go on record?
  • Ways to get into the house for a warrant- 446 then piggyback for items related to your investigation
  • Other considerations
  • School police can we utilized them to possibly lock the school down when the warrant is executed
  • Once in-custody Trap 18 assessment, DFL on electronics, grand jury subpoena for financials, look into online activity.
  • Assessing the threat these individuals possess to the community and any ties to other terroristic groups, domestic or international.
