Safety Impeding Acts
① To operate a handle of the emergency exit or entrance door unreasonably.
② Smoking in the lavatory.
③ An obstruction to a duty of any onboard crew, which should be prohibited in order to maintain safe operations, to protect all other passengers or properties onboard, or to maintain an order and discipline of the aircraft.
④ To operate a cellular phone or any other electronic device which is specified by the Notification by the MLIT without a proper reason.
⑤ Not fasten his or her seatbelt without a proper reason during takeoff or landing as well as when ordered by a pilot in command.
⑥ Not to place seatback, table or footrest in a proper position during takeoff or landing without a proper reason.
⑦ To place his or her baggage on an aisle or close to an emergency escape route without a proper reason which may obstruct a safe evacuation.
⑧ To operate, move or impair an emergency equipment or device specified by the Notification by the MLIT without a proper reason.
Measures when Endangered
A pilot in command may order the passengers onboard regarding the procedures for evacuation or other proper matters required for safety when a danger is imminent or when actually being endangered.
b. A pilot in command shall employ every possible means required for rescuing passengers and preventing injury on personnel and damage to properties on the surface when the aircraft operation is actually endangered or may be en dangered.
Obligation of Report
① Fire, crash or collision of aircraft
② Injury or death of any person, or damage or destruction of any object caused by an aircraft.
③ Death or disappearance of any person onboard. (excluding a natural death, death by committing suicide or murder, death of a person in a closed section of an aircraft any flight crew, cabin crew or passenger usually does not enter into.) ④ Collision with other aircraft
⑤ Other damage (except engine, engine cowling or fairing and etc.) on the aircraft (except when extensive repairs are not required).
