A departure alternate is required when:
weather is below ceiling/vis for lowest suitable approach.
For a departure alternate within 30 min:
Wx must be equal or better than published mins and remain so until 1 hour after takeoff but not less than 200 - 1/2 (2400 RVR)
For a departure alternate within 2 hr:
Wx must be at least 500 - 1 above the lowest mins but not less than 600 - 2 for precision or 800 - 2 for non-precision. Must remain so for 1 hour after ETA at alternate.
