Report serious misconduct allegations to the JIC, OPR
Field Office, or DHS Office of Inspector General, such as:
1) A violation of law, rule or regulation
2) Serious mismanagement
3) A gross waste of funds
4) An abuse of authority
5) A substantial and specific danger to health and
public safety
An officer’s off-duty contact with a LEO as the subject of an
enforcement action or investigation must be reported to
officer’s supervisor within 48 hours
mere traffic violations don’t count
Management issues (reportable to local management)
- Leave issues
- Tardiness
- AWOL
- Improper attire
- Insubordination
- Poor work conduct
- Behavioral (bad manners, profanity)
- Misuse of official time

An ICE employee visits a detention facility on a daily basis to check on the general welfare of
the detainees. The employee has struck up a relationship with a detainee which turned into a
fully consensual sexual relationship. One day the employee takes you with him/her on their
rounds and disappears for a period of time; when you ask him/her where they went, they tell
you about the consensual relationship that they’re having with a detainee. Is it reportable, if
so, to whom?

You’re out on an arrest operation and you’re collecting
biographical data. You’re attracted to one of those detained and you start asking more detailed questions including phone numbers you don’t need.

A coworker confesses that they had to use their travel card for an emergency when they had to go to urgent care clinic for a sprained ankle ($90). It was only a few days until pay day.

Bribe
- Don’t accept or refuse
- A bribe could be anything of value; not necessarily marketable value. The offer has to be made ‘to any public official’ either directly or indirectly.
What to do when approached for a bribe:
a. Determine what the individual wants.
b. Stall, tell the perpetrator, “Let me get back to you.”
c. DO NOT accept or refuse the offer.
d. Try to get as much information from the person offering the
alleged bribe as possible – name, vehicle description and
license plate number, contact information.
e. Immediately call local OPR.
f. Follow instructions of OPR Special Agents.

DO Mary Jackson is drinking at a bar with friends while off-duty. While walking to the restroom, Jackson observed her friend engaging in a verbal altercation with an unknown patron in a different area of the bar. As Jackson began to walk towards her friend, she observed her friend punch the patron. An off-duty law enforcement officer working at the bar quickly intervened and placed Jackson’s friend in custody based upon the physical altercation. Law enforcement questioned Jackson as a witness to the physical altercation.
