When can a passengers occupy a control seats

Person holds appropriate pilot licence and ratings; or
Pilot is assigned for instruction in the aircraft; or
Person who is authorised by both OSP and PIC
A person not assigned duties for the flight may occupy a control seat if the person is given adequate instruction

Anyone needing assistance due to sickness, injury or disability is not to occupy a control seat

Yes, Weight must be evenly distributed and not exceed a combined total of 77kgs
It must be restrained IAW A1.11.2 of Volume A. i.e. a seatbelt alone is insufficient.
