- normal operation= 20%
- start up/shut down= up to 100% with no time limit as long as Best Operating Practices are employed
- Soot blowing/load changing= up to 40% for up to 3 hours in a 24 hour period as long as BOP employed PLUS up to 100% for up to four 6 minute periods within the 3 hour period
- malfunction= up to 100% for up to 2 hours in a 24 hour period as long as BOP employed
What is “Best Operating Practices” in regards to the air operating permit?
-including, but not limited to, the use of standard procedures concerning loss of major equipment, emergencies, fuel mix changes, start up and shut down, and etc. Maintaining proper fuel and air control in order to maintain clean combustion under all conditions, prompt recognition and removal of faulty burners, fuel oil temperature adjustments, cessation of soot blowing if necessary, load reduction, hand operation of boilers, off control operation, and etc.
