An offer is the manifestation of willingness to enter into a bargain , so made as to justify another person in understanding that his assent to that bargain is invited and will conclude it.

PRICE QUOTE RULE
A
A mere quotation or statement of price or prices is an invitation to enter into negotiations, are not offers which may be turned into binding Ks upon acceptance. They are only suggestions to make an offer.

Ads are not generally intended or understood as offers to sell. EXCEPTION is when seller has control of quantity of the goods.
