Why are the elements ‘Intentionally obstructs’ versus only ‘Resists’
It must be intentional since a person can accidentally get in the way without any criminal intent
Note: both ‘incites or encourages any other person to resist OR obstruct’ do NOT have intentional (just replace one word)
