When are aircraft entering airspace within which a larger lateral separation minimum applies than that which applies to the airspace being exited considered separated, and what is the minimum navigation requirement?
Aircraft are flying on tracks that:
- are separated by appropriate (lateral or radar) separation for the airspace are being exited, and
- diverge by 15 degrees or more until the larger separation minima has been established, and
- aircraft have the navigation capability to ensure correct track guidance
- RNP 10 or better
- INS/IRS + FMS
- GNSS
What shall a controller do on becoming aware that a pilot has deviated from an ATC clearance for due to an emergency other than weather avoidance?
- no control instructions shall be issued to aircraft making the deviation
- where separation is lost or likely to be lost, instructions shall be issued to other aircraft involved which will re-establish separation with the minimum of delay
- traffic or essential traffic information shall be issued if appropriate as per MATS
What restrictions are placed on the use of T5-9 MNT separations in the oceanic environment?
Controllers shall only apply T5-9 MNT to one pair of aircraft at a time in the following areas:
- the area from and including fixed route P753 (NZQN/YMML) clockwise to include ATS route A464 (NZAA/YBBN)
- remainder of the Auckland Oceanic FIR
What longitudinal separation standards can be used in the oceanic environment between aircraft climbing, descending or maintaining the same level on the same track?
T10
T5-9 MNT
50NM (RNP 10 & CPDLC)
30NM (RNP 10 & CPDLC)
Should an NDA message be sent prior to sending a CAD? If so, why?
Yes, to avoid rejection of the connection request.
What actions should the controller carry out on becoming aware that the END SERVICE message has not been delivered?
Send another END SERVICE message. If unsuccessful the pilot shall be instructed to terminate the CPDLC connection and log on to the next unit.
What should a controller’s response be, when receiving a second identical downlink request following a period from the original request of more than 10 minutes after a “standby” response?
The controller should respond with “UNABLE REQUEST DEFERRED”. This will close out the second message, inform the pilot that the reply will take longer, and will leave only one open message requiring a response.
What shall a controller do following receipt of a CPDLC or ADS emergency message?
The controlling authority shall either:
- increase the PERIODIC contract reporting rate to 5 minutes, or
- send an ON DEMAND contract request
What action shall a controller follow on receipt of an ADS emergency contract without a CPDLC emergency message or voice confirmation?
Controller should send uplink:
(Callsign) CONFIRM ADS-C EMERGENCY
Pilot will either confirm inadvertent activation and cancel the emergency mode, or the controller should assume the aircraft is in emergency conditions and follow normal emergency procedures.
With respect to an active SUA, within what distance of that SUA wil OCS indicate a conflict?
50nm
Can Tahiti apply 50nm lateral between 2 RNP 10 aircraft and are there any conditions?
Yes. Tahiti requires both aircraft to report by ADS and to be processed by their system.
What is a controllers responsibility when advised that a controlled flight is manoeuvring in response to an RA?
The controller is not responsible for providing separation between that aircraft and any other aircraft, airspace, terrain or obstructions. Traffic information should be passed. Responsibility for separation resumes once separation has been re-established between all aircraft following the manouevre.
In regards to operating levels, when is an oceanic controller required to pass traffic information to aircraft in class G airspace?
When operating at levels 2000ft or less apart, including one aircraft climbing to a level above or descending to a level below the other aircraft.
Under what circumstances is a controller permitted to override a conflict?
- domestic or military separation is being applied between aircraft operating in controlled airspace
- aircraft are changing flight levels after having reported mutual sighting and passing
- RNP 10 or better aircraft are operating on airways Q912, Q947 or Q983 and the confliction is with M203
- traffic information has been relayed to traffic outside controlled airspace
- separation has been delegated to another sector
- and aircraft is wholly contained in another FIR, and, if necessary, has been brought to the attention of the appropriate controller
When an APS turns white on departure from the domestic sector or an Island state, when a blue APS is expected, what should the controller do?
Replace the flight plan as soon as possible.
