Safety

Health
-Is and undesired event that results in

-It is usually a contact with a source of
energy above the threshold limit of
the body or structure.
Accident
-An undesired event, which under
slightly different circumstances,
could have resulted to harm to
people, damage to property, or loss
to process.
- An undesired event which could or
does result in a loss.
Incident
-A condition or practice with the
potential for accidental loss.

Hazard
A violation of an accepted
safe “standard” which could
permit the occurrence of an
accident.
Unsafe Act
A hazardous physical
condition or circumstance
which could permit the
occurrence of accident.
Unsafe Condition
Two Causes of accident:

are effective when the
involvement of people to hazard is minimize.
Hazard Controls
that deals with the
minimization of engagement with hazardous
materials or waste.
-Elimination, substitution, isolation,
reduction, automation, ventilation
Engineering Controls
-deal with awareness through policies, trainings, guidelines and such.
- Policies, training, guidelines, signage,
buddy system, rescheduling, shifting,
medical exams
Administrative Controls
is the very least effective control since
having cover will not guarantee safety.
-Hard hat, safety shoes, respirator,
gloves
PPE (Personal Protective Equipment)
An act strengthening
compliance with occupational safety and health
standards and providing penalties for violations
thereof.
Republic Act 11058
Establishments employing less than 10
employees and the establishments
employing less than 100 employees,
respectively, regardless of capitalization.
Micro and Small Enterprises (MSEs)
A situation caused by a condition or
practice in any place of employment that
could reasonably be expected to lead to
death or serious physical harm.
Imminent Danger
Any person, natural or juridical,
including the contractor, subcontractor,
and principal employer who directly or
indirectly benefit from the services of
the employee.
Employer
A workplace where there is low level of
danger or exposure to safety and health
hazards and not likely or with low probability to result in accident, harm or illness. Examples is law firms and offices.
Low Risk Establishment
A workplace where there is moderate
exposure to safety and health hazards
and with probability of an accident,
injury or illness. Example is salon.
Medium Risk Establishment
OSHS Rule 1005 – Duties of Employer:
Capacity building of all workers including
mandatory trainings;
Provision of information on OSH;
Use of devices/equipment with
approved industry standards;
Compliance with all the requirements of
the OSH Standards;
Provide appropriate DOLE tested and
approved PPEs FREE of charge to the
workers.
OSHS Rule 1005 – Duties of Employees:
PARTICIPATE IN CAPACITY BUILDING
ACTIVITIES on safety and health and
other OSH related topics and programs;
COMPLY WITH INSTRUCTIONS to
prevent accidents or imminent danger
situations in the workplace
OBSERVE PRESCRIBED STEPS to be
taken in cases of emergency
PROPER USE OF ALL SAFEGUARDS AND
SAFETY DEVICES furnished for workers’
protection and that of others
REPORT TO THEIR IMMEDIATE
SUPERVISER any work hazard that may
be discovered in the workplace.

SECTION 5-8: Workers’ Rights
The Right to Know:
-The different types of hazards in the
workplace;
-Be provided with training, education and
orientation;
The Right to Report:
-To report accidents and dangerous
occurrences to DOLE-ROs and other
government agencies in the most
convenient way; Workers shall be free
from retaliation for reporting any
accidents.
The right to personal protective equipment:
-To be provided barriers whenever
necessary by reason of the hazardous
nature of the process or environment
and FREE OF CHARGE. (Rule 1080 –
Personal Protective Equipment and
Devices)
The right to refuse unsafe work:
-To refuse unsafe work without threat or
reprisal from the employer in cases of
imminent danger. Affected workers may
be temporarily assigned to other work
areas;
