new right policy Flashcards
define neoliberalism
idea that the state must not dictate to individuals how to dispose of their own property and instead governments should encourage competition.
what do neoliberalists argue
value of education lies in how well it enables the country to compete in the global marketplace
give 2 similarities between new right and functionalists
-both favour an education system run on meritocratic principles of open competition and one that serves the needs of the economy by preparing young people for work
-both believe that education should socialise pupils into shared values, such as competition, and instil a sense of national identity.
why do new right think our current education system is failing?
They believe the system is unresponsive and inefficient so for schools which waste their money, it means lower standard of achievement and develops into a less qualifies workforce which means a less prosperous economy.
what type of sociologists are Chubb and Moe
New right
according to Chubb and Moe, why has state run education failed in the USA? (2 reasons)
-hasn’t created equal opportunities and failed the needs of disadvantaged groups
-inefficient because it fails to produce pupils with the skills needed by the economy.
explain the system proposed by Chubb and Moe for introducing a market into state education
It would allow consumers/parents to shape schools to meet their own needs and improve quality & efficiency.
They propose a system of giving each family a voucher to spend on a school of choice and this would force schools to be more responsive to parents wishes as this is the schools source of income.
According to Chubb and Moe what 2 roles should the state still pay into our education system
-the national curriculum as it ensures schools transmit a shared culture and it guarantees that schools are socialising pupils into single cultural heritage.
-creating league tables and Ofsted reports, because they give parents information to make an informed choice between schools. This also imposes a framework on schools to complete in order to compete.
evaluation of New right perspective
-Gerwitz and Ball argue competition between schools benefits the middle class only, because they can use their cultural and economical capital to gain access to more desirable schools.
-Marxists criticise New Right’s argument of education imposing a shared national identity, but Marxists think it imposes the culture of a dominant ruling class and devalues the culture of the working class and ethnic minorities.
