Argues the underclass have a deviant, welfare dependent and workshy culture (cultural deficits) and no motivation to better themselves e.g. by trying to find paid work. They socialise their children into this culture which results in educational underachievement, unemployment and increasing crime.
Also blames welfare state policies for encouraging this type of behaviour by giving benefits to groups like the unemployed and lone-parent families when they're 'undeserving'.
