In the 1990s Chubb and Moe carried out a study on state-run education in America, they found that it failed because it had not created equal opportunities and had failed the needs of disadvantaged pupils, it was inefficient because it failed to produce pupils with the skills needed by the economy while private schools delivered higher quality education because unlike state schools they are answerable to paying customers - parents
